NTU Urges "YES" on Midnight Rules Relief Act

NTU urges all Representatives to vote "YES" on H.R. 115, the Midnight Rules Relief Act. This legislation would improve the Congressional Review Act process by allowing multiple rules to be included in one disapproval resolution. This would allow more Biden administration rules from this year to be overturned while also saving valuable floor time.

The Congressional Review Act (CRA) was enacted in 1996 to give Congress a tool to review and roll back executive branch regulations by voting on a joint resolution to nullify disapproved rules. This saves incoming administrations time by avoiding the initiation of a new rulemaking process to change previous rules, a process which takes months and distracts from other new initiatives. The CRA process currently only allows one rule per joint resolution, while this legislation would allow for multiple if the rules were issued in the last year of a president’s term. Since outgoing presidents usually rapidly increase their rulemaking in their final year of office, this bill would serve as an effective antidote for bad Biden administration rules. 

Roll call votes on this legislation will be included in NTU’s annual Rating of Congress and a “YES” vote will be considered the pro-taxpayer position.
